What is an Eviction?
In the case of an eviction the state requires that a uniformed law enforcement officer is present for the opening of the door and the changing of the locks.
Refer to :21 NCAC 29 .0503 Section (F)
(f) Locksmiths shall refuse to provide service when there is an unresolved dispute of ownership or authority. Only instructions from a uniformed law enforcement officer or a court order shall be accepted as resolution of any such dispute.

Safety is our 1st priority. If you do not feel safe at any time, get to a safe place and contact 911 and then your supervisor.
Ensure the Sheriff is onsite and has confirmed the door before doing any work.
Knock! Just because the Sheriff has knocked on the door, before you start picking a door you should always knock.
Once you have unlocked/bypassed the lock, DO NOT open the door. Let the Sheriff open the door and ensure the building is clear. DO NOT go inside the property until the Sheriff has completely cleared the space.
Once the Sheriff has completely cleared the space you can proceed with rekeying the space per the property management or owners request.
Only deliver NEW keys to property manager or landlord

What if the tenant is there and is causing an issue?
If at any point you do not feel comfortable or safe it is at your discretion to leave the property. You can wait for the Sheriff to deescalate the situation before returning. You do not have to do the work if you feel unsafe in any way. You should contact your supervisor to let them know in these situations.
What if the sheriff leaves before I’m finished?
If there are no issues and you do not feel the need to have the Sheriff onsite this is not a problem. If you are not comfortable being onsite without the presence of the Sheriff let them know that.
What if the Landlord asks me to rekey the property to lockout a tenant without documentation or a sheriff?
Even with Documentation from the landlord the North Carolina law requires a Uniformed Law Enforcement Officer to be present when you are changing locks to do an eviction or “Lockout”
